Program Overview
 
CARE is an international NGO which has been working in Yemen continuously since 1992, implementing a varied portfolio of initiatives. These began with basic relief (running refugee camps in Abyan in 1993) and have grown to the current portfolio of national and community-level development projects alongside responses to conflict and emergencies.
 
CARE’s development initiatives in Yemen are mostly focused on women’s literacy, agriculture, capacity building of local community-based organizations and NGOs and natural resource management, with a common focus on community self-help, gender equity and women’s empowerment. CARE is also committed to engage in relief activities in the case of emergencies and conflicts, and has recently jointly coordinated humanitarian responses by international NGOs to internally displaced persons (IDP) affected by the crisis in Saad’a, while currently supporting UNHCR’s work with East African refugees in and around Aden.
 
Over the past fifteen years CARE has been active in several governorates, implementing interventions in partnership with government, civil society organizations and local communities in Amran, Al Mahweet, Hajja, Sana’a, Abyan. We have also been engaged in capacity-building work with women’s organizations at national level.
 
Last year the CARE country program in Yemen launched a new gender project which follows up on the findings and recommendations of the international Strategic Impact Inquiry (SII) undertaken in 2004. As well as working directly with fifteen local women's associations in Al Mahwit governorate, the CARE Yemen Gender Project at the same time is developing a detailed gender policy with the CARE country team and mainstreaming best practice in gender and women's empowerment. CARE’s operations in Yemen are currently funded by several bilateral and multilateral donors as well as by CARE International members. We currently manage six local and national initiatives with a total of 44 staff and an annual operating budget for FY08 of just under $2 million.
