Program Overview

CARE’s Jordan office opened in 1948 to meet the needs of Palestinian refugees who lost their land with the creation of Israel.
In the Levant, social customs limiting women’s freedom to work and make decisions within their homes and communities mean they are disproportionately affected by poverty. Large family sizes mean women spend a lot of their time looking after their children and must negotiate around these priorities to participate in outside activities.  Using the Jordan Program as a centre providing a model for other work, CARE intends to take opportunities to replicate work across the Jordan, Syria and Lebanon. Working in partnership with strong local organizations CARE’s portfolio now includes four programs:
  • Women's Economic Empowerment Program includes projects that aim to change the status of women through their involvement in the economic sector. CARE has established savings and loans schemes, so the women can pool their resources to start businesses and meet essential needs. An information centre tailored to their needs provides information while research enables CARE better to understand the constraints to their participation. In 2008 CARE will work to establish a unit specifically designed to create a partnership with the private sector to increase job opportunities for women.
  • Civil Society Strengthening Program includes projects in support to the development of strong civil society organizations able to support and represent those they serve.  Projects provide institutional and funding support, increase networking activities between organizations and seek to open opportunities for them to take action on key issues.
  • Natural Resources Management Program includes projects that aim to promote equitable access to and management of natural resources through the practical demonstration of new technologies in land use and water management through pilot projects; the strengthening of local organizations, the facilitation of policy dialogue and raising public awareness on the severity of the situation.
  • Emergency Response.  CARE responds to those who are unable to cope as a result of an emergency situation. This year in Jordan CARE will provide assistance to 6000 families from Iraq and 1000 in Syria, providing them with social counseling, psychosocial and rehabilitation activities and material assistance. CARE advocates for their rights to be respected and for their protection.

Refugee Program Provides Stability to Area Refugees

The Levant is home to some four million refugees.   Palestinians still are waiting for a durable solution to the loss of their land after 60 years of conflict and are now joined by people who have fled violence and insecurity in Iraq.  Others from Somalia, Sudan, and Chechnya also have landed in Amman.  Those recently arriving have witnessed terrible events and experienced great loss both physically and mentally, and the impact of these events will last generations.  CARE Jordan’s goal is to provide effective response to affected individuals and families during their period of displacement so that they have the opportunity to recover dignity and well-being in order to rebuild their lives while they wait for conditions under which it will be safe to return home.  Learn more about CARE Jordan's commitment in this important area in our

CARE Jordan secures additional resources to continue work to support vulnerable Iraqi refugees

CARE has worked with Iraqi refugees in Jordan providing psycho-social services and material assistance since 2001.  Following an influx of refuges in mid-2007, CARE has expanded and developed its programmes reaching around 12,000 refugees last year.

Many displaced Iraqis are suffering psychological trauma from events during and after their departure from Iraq.  They now exist in a precarious situation with an uncertain future often in deteriorating economic and social circumstances.

CARE has used an integrated programme approach to structure its refugee response where activities are designed to complement each other, allowing a bigger impact than stand-alone projects.  The three complementary areas of activity are Assessment and Material Assistance, Community Development and work with and through Jordanian Community Based Organisations (CBOs).

CARE have been successful in mobilizing additional funding from BPRM (United States Bureau of Population, Refugees and Migration) and ECHO (European Commission Directorate-General for Humanitarian Aid) to continue their work with Iraqi refugees until August 2010.  CARE also received support for its refugee programme for the Australia government (DIAC)

This funding will allow CARE to continue providing material assistance including non food items (like blankets, baby kits and hygiene kits) to the most vulnerable displaced Iraqis in Jordan, provide increased case management and information increasingly through community based organizations (CBOs).
