2008-2011 Middle East Program Strategy:
a focus on gender equity
 
The focus of CARE International’s new 2008-2011 Middle East Program Strategy is on promoting gender equity.  This responds directly to significant underlying causes of poverty associated with the region’s pronounced gender gap. Poverty in the Middle East is strongly correlated with the perpetuation of unbalanced/unequal power relations. Deep gender inequity and the low participation and voice of women in civil-society, the management of key community resources such as water or education, and women’s lack of participation in political processes and governance, make gender equity a critical link and entry point to addressing these other key areas of concern for CI’s work in the region. It also reflects CARE’s commitment to the UN Millennium Development Goals, especially MDG 3 calling for promotion of gender equality and empowerment of women.
 
Our specific programmatic goal for the region will be the increased participation of women in public and economic life. While women in the Middle East have indeed made concrete gains in education, health and other sectors over the past two decades, they still fall measurably behind their male counterparts in almost all development-related indicators. However, gender inequity is not just about women; it is comprehensive problem which negatively affects the personal development of all members of a community. Along with women, men and boys also suffer from stereotypes that don’t leave enough space for multiple masculinities. An emphasis on working with men and boys will thus feature strongly in all our efforts.
 
Over the next four years, CARE will seek to invest heavily in learning and networking, advocacy, regional program development and promoting innovative responses, that both draw from, and contribute to, country office impact in the area of gender equity. Our work in the region will also be able to draw on, and be strengthened from, the prioritization and resources this issue is now receiving from a number of CARE International members:  including CARE USA’s continuing Strategic Impact Inquiries (SIIs) into women’s empowerment globally and its recent decision to make Girls Leadership one of its three signature programs;  CARE UK’s prioritization of gender-inequity in its rights-based work, and the policy focus of a number of European CARE’s requiring gender-equity to be addressed within all their programs.
 
Our organizational goal is that by July 2011 CARE International is effectively addressing gender inequity in the MENA region through relevant, context-specific strategies and programs.
